WHY DID IT HAPPEN?
The site was experiencing database issues.  

 
WHO WAS AFFECTED?
Visitors to the site.
 
 
WHAT DO YOU NEED TO DO?
No user action is required.

 
HAS THE ISSUE BEEN RESOLVED?
Yes.  TSO restored the database from backup, and the site was returned to normal service at 3:45 PM, August 31.
