UPDATE:
OIT reports that DNS was returned to stable operation at approximately 4:20 PM, October 1, 2012.  They are working with Cisco Systems to further diagnose the campus border firewall, which they note appears to be the source of the slow response times users have seen when using the web, applications, and file shares.
